The 24-year-old beat Frenchman Llodra 6-2 6-2 6-3 in the decisive fifth rubber in Belgrade after Novak Djokovic had levelled the tie at 2-2 with his victory over Gael Monfils.
Only 24 hours earlier Troicki and doubles partner Nenad Zimonjic squandered a two-set lead to hand France a 2-1 advantage going into the final day.
But after his surprise selection to replace Janko Tipsarevic, the Serb produced the match of his life to clinch the historic triumph.
"I am in shock" he told Sky Sports. "After the last shot I really couldn't believe that this happened.
"I think for the next few days I will still feel a little bit different.
"It will be maybe five days until I will feel the real expression and the real feeling of this win.
